Democracy is the divorce of authourity from responsibility. For government to be limited those who wield the power of government must be constrained by the burdens of government. So long as those who hold the power of government can shift the costs of government onto others than the inevitable consequence is that those interests which hold that power will only aggradise the size and scope of government. Government will become a revolutionary force in society. The constitution or structure of government must mirror the constitution or structure of society.
I think the best way to bind government’s power to the burdens of government is to limit the franchise and weigh the franchise to those who pay taxes and the amount of taxes an individual pays. Lessened by any payments to that individual by the government. That is on top of a federal system and checks and balances. On top of that Calhoun’s concurrent majorities and the right of secession would play a role. The federal judiciary could be reformed by having governors or state legislatures having at least a veto or power of impeachment.

Sadly, we have sunk into the morass of democracy here in this country. The number one mistake made was allowing non-whites to vote. This country, while established as a constitutional republic, was essentially a white aristocracy, and when maintained as such, we did quite well.

I’m not intending to be hard on you Mr. Allyn but your statement is a common misconception. In North Carolina at least, the Constitutional changes that led to a universal white male franchise was also the end of the vote for free black men who met the property qualifications. Prior to the democracy reform wave that swept through the country in the 1830′s in North Carolina freemen, white or black, who met the property qualifications could vote. Surely there would not have been many free black men who met the qualifications, but there were a few. Which would explain why the franchise would have been restricted to free white men afterwards. Now it could have been very different in other states. I’m not familiar with their legal history. Co-incidentally, it was the same Constitutional convention that permitted Catholics to be office holders. Though there had been Catholic office holders before. Interestingly it was the 1861 convention in North Carolina that permitted Jews to be office holders. Though there had be Jewish office holders before that.
Black individuals, the same as white individuals, who pay taxes should be represented in government. To do otherwise would be unjust.

There should be restrictions on the voting rights of non-taxpayers..period.

But also government employees should be barred from voting for candidates in the level of government by which they are employed. The tax eaters, a term used by Calhoun, should be barred.

Non-white voters will generally vote for more government “entitlements” and favortism for their race, thus the danger of allowing non-whites the priviledge of voting.
Everyone pays some taxes – whether it be a high income individual paying confiscatory income taxes or someone who barely can afford food who pays some sales taxes on purchases. We need to define what we mean by “taxpayer”. Personally, I believe that local laws should apply.
Locally, if a white male is also a real property owner, he should be allowed to vote. All others should be excluded.
The fact is that the white middle class has carried the bulk of the cost of govt – local, state and federal, for years. Similarly, the blacks, and more recently the so-called Mexican Americans, have been the major recipient of entitlements, welfare, free medicine etc.
